Monthly Resources are to be distributed through an inventory to the faction members

• [ ] Each faction has an inventory, that can be access by faction members through a command
• [ ] For Factions with a faction leader, only the faction leader can access the inventory
• [ ] The inventory is saved in a file when the plugin is shut down and loaded from it upon server start
• [ ] The inventory contains the current months monthly resources and is "refreshed" using a command by staff
• [ ] when refreshing the inventory, it is cleared and filled with the resources listed for the faction on the backend
