Quick server start

Current Behaviour

The server start takes very long because of the plugin trying to reach the offline backend

Steps to recreate

restart the server

Check upon server start with the config if the backend should be online of offline. This would reduce the startup time with the backend offline and can be changed easily by staff in the configs.
