libjasper enables JPEG2000 support on OpenCV and was removed from Debian distro since Stretch. Somebody filed a bug/RFP about this removal already in 2017. PLS see history of this bug at https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=862727
In the meantime OpenCV merged a patch to use OpenJPEG instead of Jasper for JPEG2000 support (https://github.com/opencv/opencv/pull/16494).
