Add support for ArduCopter Spline waypoints #274

See mission planner issue for the details but in short it's a new command SPLINE_WAYPOINT (#82) which takes all the same arguments as the current WAYPOINT command. https://github.com/diydrones/MissionPlanner/issues/388
