Implement GNSS constellation configuration for UAVCAN receivers

Describe the solution you'd like The same principle as for serial connected GNSS receiver

Platform [ + ] All [ ] AntennaTracker [ ] Copter [ ] Plane [ ] Rover [ ] Submarine

Additional context Will require UAVCAN GNSS receiver support

Which configuration are you looking for?

If it's AP_Periph based it already works for u-blox, but I don't think any of our other recievers implement it.
