Support heading and CLAS with SEPTENTRIO devices

SEPTENTRIO does not support dual antennas.

I support the following two repositories for 4.3.0-dev

Describe alternatives you've considered

Source for PX4-Autopilot supports double antenna. Use this source as a reference for implementation. https://github.com/septentrio-gnss/Septentrio-PX4-Autopilot

I borrowed the device from septentrio for the ArduPilot septentrio driver. I will check heading and CLAS operation with this device.
