Reason for change

resolves #551

Description of change

Run CI with Python 3.12.
Minor changes to resolve Python 3.12 warnings.
Permit manually running CI tests via workflow dispatch.
Migrate Python tests from nose to pytest to align with our other repos.
Disable type checking Python test modules.

Steps to Test

CI (tests will fail until Arelle/Arelle/pull/1023 is merged and released).
