Feature: Add /perceptron/evaluate endpoint

As a developer I want a /perceptron/evaluate endpoint to can train the perceptron

acceptance criteria:

• create a perceptron/evaluate endpoint
• receibe new set of inputs and the perceptron weights
• recube multiple set of inputs 1-n
• return the class that is member the input or inputs
