Applies cargo fmt to current codebase
Enforces formatting on all new PR's to master via a github action

This is a big commit, which I'm loathe to do to downstream users. Rather than expecting people to accept it and trust 6000+ changed lines, here's how to ensure there's nothing untoward yourself:

Checkout the current commit on master (v0.7.0)
Run cargo format
Do a git diff on the cargo fmt commit in this PR

So:

git checkout dbefe1d52eac2e8a4a41344804e206fca3311807
cargo fmt
git diff 44b96a5662ea963ad02534beb436f5cb1bd513e1
