Add a settings top level that saves configurations to a JSON file. #3

[x] Create a new "settings" button in the menu;
[x] #9
[ ] Make it so this top level will read from a JSON file and save back to it (if save button is pressed).
- The JSON file should be created if it doesn't already exist.
- The JSON file should be in the "app/resources/" folder (shouldn't be committed).

Use other top levels as example. It currently doesn't need to have many options (just saving a path is enough). This doesn't need to be implemented all at once.

Menu was removed in 080ce7cc6bf7f1e102105b95536d28b4305a7ba3. This ended up as an almost duplicate of #9.
