Waterfox Classic 2019.12 added the Restart item back to the File menu in commit https://github.com/MrAlex94/Waterfox/commit/a02e059a0ef2a9fa7066f54763fe664fcdfd6e5c, so if you also have it enabled in CTR you see it twice.
I know CTR isn't being updated anymore, but I thought I'd put it out there if anyone else notices this issue. Just turn it off in the CTR settings.
