As long as CTR works in Waterfox Classic and Basilisk it still "lives", but there have not been any updates for a long time.

I see it mentioned now and then on the Waterfox Classic blog, I also use it in TOR v7.5.6

Is the latest preview version stable?

Sure, previews were just released after adding minor tweaks for testing. Nothing special there.
