About the Cubism SDK #13

Sorry for my noob question. That SDK you mentioned in readme mean you the copy Core folder from Cubism Native SDK? Just place them in "Plugins\UnrealLive2D\Source\ThirdParty\CubismLibrary" right?

Yes, your intuition is correct. You can use it directly by this way. Because Cubism Native SDK has a different source code license agreement, it should be up to the end user to obtain a license and acquire it.
