Links on the Help page are consistently broken #411

On the page https://online.arisia.org/help, if I click on one of the table of content items at the top of the page I get brought to the login page.
The URL looks like https://online.arisia.org/#zoom.  "/help" is missing from the URLs from all the links on the /help page
Fortunately, scrolling still works.

Tagging @Gailbear or @clahey to look at this tomorrow -- falls into the fairly minor, fairly easy category.
