Clean up shaders

I saw you are updating blargSnes to work on great-refactor libctru, and I wanted to help you with it. Here are the changes I made:

• Hardcoded register usage has been removed in favor of using aliases everywhere, making the code more maintainable.
• Uniform locations are no longer hardcoded; they are now looked up on startup as they are intended to be.
• Vertex and geometry shaders are once again compiled into a single shbin containing both, which is more efficient.
• Shaders are now compiled with picasso because nihstro doesn't support the above and the upcoming devkitARM r45 will come with the former (thus reducing a dependency).
• Kind of unrelated, but New 3DS speedup and function garbage collection have been enabled; improving performance and compatibility on hax 2.5 due to the faster and smaller binary.

In the future I intend to help you port the sound code to NDSP in order to get rid of the CSND dependency (which triggers certain restrictions on hax 2.5).

Please don't think we've forgotten about this, fincs. For some time, we weren't sure about using picasso, and development has been slow these past number of months (holidays and all), but I think we're going to convert to picasso in the end. We'll do this commit when we're ready.

Also, we've just about incorporated NDSP, but once we commit, you can take a look and see if anything needs attention.
