Added Sensor On/Off capability #138

Added On/Off capability for Sensor devices. This fixes: https://github.com/ArjanKranenburg/virtual-devices/issues/122

Hi again! I'll probably include this one. The only thing I'm not sure about is that now a sensor can have a settable on-off state. So I'm inclined to have that disabled, if possible.
