Upgrade to Yarn 2 (Berry) #1942

This will provide faster and more consistent installations across all systems while also ensuring that packages we install have no implicit dependencies or other common issues that can lead to problems when using third-party dependencies.

Electron has some issues with the Yarn PnP feature so looking into this later.
