Create "new user" sp and service #1

This should:

Accept and validate all user properties
Ensure that an account for that call sign doesn't already exist
- If it does, and the account has an email address, then return an error code 1 and a masked version of the email address so they can be prompted to reset their password.
- If it does, and the account does not have an email address, then return and error code 2 (UI will need to provide them with instructions on how to claim the account)
