Ensure NOPC only sent to appropriate states #674

Alabama reports that an NOPC was sent to a state further out than required. Double-check that stored procedure.

The spGetStatesWithinRange procedure gets all states within 90 miles of the proposed repeater location. While this might be more than necessary according to the requesting states' rules, other states use a 90 mile co-channel separation or less. Without populating the rules for every state (possible, but very little ROI) it is still best to go ahead and send the request to other states within 90 miles.
