Getting Started: review roadmap & add planning overview

Since Annie suggested using GitHub Issues, here ya go! It would be useful to have you:

• Review & comment on https://github.com/ArlingtonMA/arlingtonma.info/wiki/Project-Roadmap
• If needed, write up a higher-level project planning doc, even if it's just a paragraph explainer of what this is about for use with town leaders and other volunteers, and then add that as a page to the wiki
• Gather links for police staff/funding comparative data and either:
  • Add to the google sheet on each town's line, or
  • Review the dataset metadata schema, and try to build a .json dataset file that points to each town's underlying source (see an example dataset of town annual reports). Note we don't host those data files, just the metadata that points to them on the town website(s).

Hi Shane,

I believe I have added in links to all my data sources. Two exceptions that I cannot refind at the moment.  I will keep working on those.  I reviewed your project road map and it looks good! I will have an additions I might suggest ready for consideration by thursday.

I've ported the staffing data and the dataset pointing to the sources here - going forward, we should work on getting everyone up to speed with how to provide metadata for data we publish: https://github.com/ArlingtonMA/arlingtonma.info/tree/master/docs/data/police Let me know if those .csv and .json files make sense. Also note that I'm using the 2019 population estimates from the Census data elsewhere on the site, so we can be more consistent with other visualizations.
