[x] Add EFUNC(civilian,setVehicleRandomTexture) which sets vehicle texture globally, ensuring that all players can see the same color
[x] Add some new area variables to city namespaces
[x] Add setting for civilian vehicle quantity multiplier
[x] Disallow overvehicling location (too much vehicles in area)
[x] Create vehicles near buildings and roads (but not on them) instead of total random
[x] Automatic vehicle limit based on map size and number of locations
