Jail component

When merged this pull request will:

• [x] Create jail component
• [x] Add jail module (set area where prisoners will be held)
• [x] Allow freeing from jail by interacting with prisoner (or by uncuffing him if ACE is enabled)
• [x] Common spectator events initializeSideSpectator, initializeSpectator, terminateSpectator
• [x] Spectator for prisoners so they don't get bored to their death
