Add medical component to disable ACE Medical

When merged this pull request will:

• title
• Detect ACE Medical and remove handleDamage EH
• Disable vanilla FAK conversion to ACE Medical items
• Add vanilla FAK to common items instead of ACE medical items

I need to check if it is possible (and how to make it working) to use vanilla FAKs for healing, as players said it is impossible.

For now it's on hold due to ACE No Medical being tested out.
