Intel system #11

We need a dynamic, modular and extensive intel system that can drive gameplay more.

Each occupied base should be assigned an "intel level". A number that will slowly decrease but can be raised through gameplay efforts.

Level 0: Base level Level 1: Just by scouting a base physically or using binoculars you can raise it to level 1. All players can then click on the base in "Map Info" to see how many soldiers are there and what upgrades/vehicles are present Level 2: By sneaking into the base and stealing documents you raise it to level 2. Any foot patrols leaving the base will generate a notification Level 3: By building some kind of item within range of the base it will listen to radio chatter and troops at that base + patrols leaving that base will show on the map. Special forces will try really hard to destroy that item and it will be real expensive. Level 4: By having one of the above items in place for long enough, level 4 will be reached. Special forces and convoys leaving the base will generate a notification Level 5: If all the above is true there will be something that happens to allow you to go to level 5. Kidnapping a general maybe? At level 5 all real-time information from that base will be displayed on the map. Current location of all soldiers, patrols, convoys, special forces, etc
