Procurement will occur only at captured bases, FOBs will not have this feature.
A building (to be determined) must be built, or already present at the base. And the base must of course be resistance controlled.
By entering this building and opening the main menu you will see a different screen popup (like the vehicle maintenance ramp) that allows you to purchase vehicles. The vehicles will be detected from EntityCatalog configs but you cannot buy vehicles from the occupying faction. The price detection will unfortunately not be very good to begin with (and mostly hard-coded, but via configs), but compatibility mods will be able to tweak these until the EntityCatalog vehicle configs provide more information (such as if the vehicle is armed or it's overall threat level)
