Some of the u_locations for city points appear to be in the air. When there is no house for a newer user to spawn in, they are randomly spawned at a city.
Some of BI's city markers on Eden are in the air several meters, and often when that is the case they are up in the tress. It appears when they used "snap to ground" it snapped into a tree as well. Players then spawn in the air and fall and die, or are very injured. Upon killing themselves, the same city point is their spawn again, so it's an endless loop.
Our only solution for now was to disable fall damage. The spawn system simply needs to address this. It's even more helpful if we decide to remove starting houses as well, but even with starting houses, all the houses eventually get assigned.
