radio towers are being taken over randomly (no players are taking them) #67

Describe the problem

Problem is a couple friends and I are doing support missions, and radio towers are being captured by the resistance group, even though there are no resistance players in the area. Towns seem to be getting "over whelming support" really fast as well at random times even though we have not been to those towns yet.

To Reproduce

Steps to reproduce the problem: loaded a fresh version of overthrow with RHS.

Where did the issue occur?

dedicated server.

Additional context

We are using a couple additional mods, but more effect mods like bullet and tracers ect.
