Prevent marker placement instead of changing channel #42

When marker restrictions are active, attempting to place a marker in a restricted channel will still open the marker window if there are unrestricted channels. This also changes the channel to the "nearest" unrestricted one. This sudden change is confusing, and might make the player think that they are placing markers in another channel.
