Markers can be loaded onto restricted channels #47

It shouldn't be possible to load markers onto restricted channels using marker tools.

Fixed in 426beddaad34dd1928f2d3b0493bbce423ae2bd4.

Creates issues on planning phase, since the load function doesn't know which map it is loading on. Won't load to restricted channels in the planning phase, even if markers shouldn't be restricted in the planning phase.
