Long range radio can't be used on map #50

Sometimes, the key combination has to be pressed multiple times in order to activate LR instead of SR. It's possible that the keybind is blocked by marker tools, just like the self-interaction issue.

This only happens when a restricted channel is selected, due to the Ctrl key being disabled. Might have to change how polyline restriction works.
