Add "Window Status Check" For TTV Desktop Lite

Fairly simple, TTV Desktop Lite should remember the state in which it was in when it was closed and automatically apply any changes on start.

Maybe it's a good idea to just display an empty website on startup (same background color as appbar) with "Twitchy" written in the middle during the resizing process and until the main twitch site has finished loading.

That's what the official twitch app does but instead of huge text they show a loading icon.
