update README - docker section #64

The docker section in README is already outdated and the image suggested is no longer being maintained. I have made a change on it with example Dockerfile. The new TDLib image is maintained by me. I have been maintaining the docker hub repo more than a year by now. The following are links for detailed example and TDLib docker image repos.
