Add excluded_tags #83

This PR would fix #82, as well as add a change to filter out tags.

Hello! Sorry to bother you, but I was wondering if you were able to merge this commit into the master branch within this week. I am currently working on a project that would be improved by this api, but #82 doesn't allow me to work with it, as my search contains >1000 results. Merging this commit would help me with that
