update to core22 and qbittorrent v4.6.0 #19

The kde-neon extension is used here. I'm not entirely sure it is acceptable. But the snap size has decreased to 12 MB.

Thanks for the PR! Gave it a quick test, and it's working on my 22.04 machine. I'll need to re familiarize myself with the build and deploy process but LGTM.

There is also a small issue that will hopefully be fixed in the next release qbittorrent/qBittorrent#19815
