Add tp.bat tp.sh into Scripts folder for python installation/environment #59

Much easier to handle than manual setup in C:\Program Files etc.

Or better have setup.py create these shortcuts under Python/Scripts?

Yes, latter. Creating console scripts is much easier and already implemented.
