when i tried to download from 3:11:00 it downloaded from 2:25

Can you share the vod id for me to test it?

I tested it with concat.exe -vod=255722557 -start="3 0 0" -end="3 1 0" and it worked perfectly. I will release a new version right now. Make sure you use the latest one.
