Describe the bug Summary tasks with BCR ID values may export as unique activity records if missing other metadata

To Reproduce Steps to reproduce the behavior:

  1. Add a BCR ID to a summary task without WP, CA, or other metadata
  2. Run the Cobra Export tool
  3. Enter the BCR ID
  4. See the error
