Adding HTML Doctype for W3C Compliance #7

CMS is missing crucial W3C Compliance facilities.

This adds them in, defaulting to the defacto HTML5 standard.

As mentioned in issue #5, we've left out the doctype since we don't want to force it upon our users. This makes the CMS both backwards- and forwards-compatible with all doctypes.
