Add "French" bandplan (Europe - Region 1) #18

Hello, I just made some modifications to adapt it to the "French band plan" (Region 1 - Europe). I just modified the frequencies < 30MHz.

I call it "French" because I used the last revision of the local ANFR (TNRBF_2022-07-15) but it should be OK for all Region 1 (Europe)... I also think it would be nice to have a band plan per country (especially for VHF/UHF).

If some people want to participate, don't hesitate :)
