Internal Exception: io.netty.handler.proxy.ProxyConnectException: socks4, none, [proxyip] => [serverip], timeout #12

I get this error, version 1.12.2 using socks4

When I try to connect to a server, it says connecting to server, then over to Logging In, where it gets stuck
