German translation and SkillPointsChangedHook changes #138

Added partial German translation (see README.md for status)
Implemented changes for EventHandling as of API v100028 to fix wrong display of default ESO messages for skyshards

Currently running changed ChatAnnouncements.lua (changed for master 5.9.4: strformat <> zo_strformat, CA. <> ChatAnnouncements.) for 3 days. Needs further testing though.

You're welcome! Actually finished doing the feature request "Horizontal Prominent Buff display" as well yesterday. Could need some assistance though.

After implementing the feature it seems that horizontal alignment of standard buffs is only changed after a new buff comes in (or the preview is triggered again). Will put up a new pull-request later.
