Add ZH(zh_Hans/zh_CN) translations for settings #288

This is a full translation of Settings_zh.lua, covering the settings menu of the addon. I may not be able to do a full translation of main addon and skills due to IRL issues, so I decided to open a PR and make the addon partially translated in ZH.
