Implement coalescent times kernel #36

In addition to subset tree kernel, compare ordered vectors of coalescent times (ranked by time) between the two trees. Since the simulated trees will have the same number of tips as the target trees, these vectors will have the same length. Use a Gaussian radial basis function for the kernel.
