Create Intellectual Property Tab in the "About" section

Hi -we will need an “Intellectual Property” tab in the “About” section. It should have a landing page that Melissa Fournier of Yale is writing, and links to IP documents (Open Access, Privacy Policy, Terms of Use) that are being finalized and will also need to be posted in the “Terms and Conditions” section.

I think we need to move "Terms of Use" to the Terms and Conditions page. I'm getting the docs for that and Privacy Policy and Open Access and will add here.

Meanwhile, can you create a button on the IP page to download the IP report - we did it in the news item for October 8, 2020:
