This PR is a Work in Progress.

Once this PR is completed, the following will have happened:

The arts will be presented using Swift UI (maybe)
The primary networking request would happen using Combine operators
Data validation from the networking request would happen using Combine operators
iOS 13 will become the minimum supported version
