Ghost Z Movement QoL #561

About The Pull Request

Button icons stolen from virgo. https://github.com/VOREStation/VOREStation/pull/7852

Adds two new buttons to the ghost UI, allowing you to jump between Z levels in a more obvious way.

Also makes page up + down movement for ghosts ignore Z connections, as it makes the overmap impossible to access without admin involvement, and we don't have invisible Zs anyways.

How Does This Help Gameplay?

Easier spying on the map, players and ship.
