RBMK Power Buff + Bug Fixes and Heat Sink

About The Pull Request

The stock RBMK setup makes like a third of the power as an SM shard. Let's buff it.

Heat sail sprite is a bastardized sprite from one of NSV's guns.

Fixes the power number:

Jumping to a stupid high value when the reactor stops generating power.
Staying at the last power generated when the reactor stops generating power.
Not being on the modcomp program.
Being a bar instead of a text entry.

Known issues:

Heat sink heat flickers every other second for some reason.
Heat sink can "connect" on all sides, but only the bottom left actually connects.
Probably can be constructed into walls, but honestly I'm beyond caring.

How Does This Help Gameplay?

Engineering can actually power the ship without having to meltdown the reactor.

Space radiator sprite is very placeholder (and broken), and I'm likely moving this to be an actual machine, similar to the thermomachine, cause it makes my life so much easier that way. Otherwise, I'm (mostly) happy with how this is now.

Fuck it, I'm at my tether's end and I want to work on something I actually enjoy that isn't this hellcode that's called atmos pipenets.
