User Preferences Config

Create a user preferences config that will allow to change some configurations in one file that can be all the changes needed for different computers:

• Set tag behavior (each screen has separate table or if tags are shared)
• whether tags switching hotkeys apply to all focused screen or only the primary one
• maybe list machine specific apps (unsure if this will not just make things more complicated for end user)
• etc
