Scroll bar is bugged on Plugins page #824

Controling scrollbar by mouse pointer makes plugin list to flicker. Windows 11, Version 1.2023.1017.2

Hi, I believe this was an Avalonia bug which has since been resolved, I'm unable to reproduce it at least.

Still reproducible on 1.2024.0303.4 :(
