Filling in censor_reason and value_limit #15

This is quite challenging as it essentially requires traval to store its comparison value for each rule when it flags a suspect observation.

Perhaps we can change our minds and not save this information?

Traval has been updated to be able to store this information, but each rule might have its own value/reason, so which one do you then store?

Moving this to the list of potential future developments.
